AN ACT CONCERNING POLICE - VEHICLE PURSUITS CONDUCT AND REPORTING - ZOEY’S LAW for the purpose of clarifying the circumstances under which Prince George’s County Police Officers may engage in vehicle pursuits; encouraging officers to minimize pursuits when enforcement can be safely delayed; providing for administrative review of vehicle pursuits; and requiring annual reporting on vehicle pursuit data.
Background
This legislation responds to community outcry for Council action following a string of fatal collisions during police pursuits. Drivers fleeing from police have resulted in at least four fatal collisions in 2025, including three times in which an innocent bystander was killed. This legislation sets forth the circumstances under which County police officers may engage in vehicle pursuits and establishes an administrative body to review and analyze pursuit data. Additionally, this legislation requires the County Police Department to annually report on various statistics regarding vehicle pursuits.
