AN ORDINANCE CONCERNING ADMINISTRATION - STANDARD REVIEW PROCEDURES - PRE-APPLICATION CONSULTATION AND NOTICE for the purpose of requiring certain development applicants to conduct a pre-application consultation with interested County Council members; and revising pre-application notice procedures to ensure that County Council members remain aware of development activity in their respective Council districts.
Background
The Prince George’s County Zoning Ordinance (Subtitle 27) requires early-stage engagement prior to the submission of certain development applications, including (but not limited to) zoning map amendments, detailed site plans, major departures and special exceptions. Applicants are required to engage both with Planning Department staff and owners/occupants of nearby lands, in an effort to inform and receive feedback on the proposed development application. This bill adds an engagement step in the pre-application period for applicants to meet with County Council members whose district will be impacted by the proposed development. Additionally, the bill also requires applicants conducting pre-application neighborhood meetings to notify the relevant Council member of upcoming meeting. The bill is intended to increase the Council’s awareness of development activities in the various districts.
