AN ACT CONCERNING PROPERTY TAX CAP FOR ELDERLY INDIVIDUALS for the purpose of establishing a property tax cap, in the form a tax credit, for eligible elderly individuals; providing for eligibility criteria and the amount and duration of the credit; providing for application procedures and reporting requirements; and generally relating to the property tax credit for elderly individuals of limited income.

 

Background

This bill will establish a property tax cap for certain individuals aged 65 and older, implemented through a tax credit as authorized by State law. The credit is calculated as the difference between the current year’s tax and the “base year” tax. It will effectively cap tax liability for eligible homeowners at the amount imposed the year prior to the determination of eligibility (i.e., the "base year"). Eligibility criteria for the cap include age, length of residency, and maximum assessed property value, as permitted under State law. The bill also includes annual reporting requirements to ensure transparency, oversight, and data‑driven evaluation of the credit’s use and impact.
